Vladimir Putin signed Federal Law On Amendments to the Federal Law On Information, Information Technology and Protection of Information.
The Federal Law prohibits owners of information and telecommunications networks and information resources (websites and website pages on the internet, information systems and programs for electronic computers) from ensuring the possibility of using such networks and resources in Russia to provide access to information resources and information and telecommunications networks, access to which is restricted in Russia based on judicial acts or decisions of authorised bodies.
In order to implement this ban, owners of information and telecommunications networks and information resources will be provided access to a special federal state information system of the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor), which will include data on information resources, access to which is restricted in Russia.
Similar requirements are set forth for operators of search engines.
As a measure to enforce the established ban, the Federal Law provides for the possibility of restricting access to relevant information and telecommunications networks and information resources.
