Meeting of State Council Commission on Construction, Housing and Utilities, and the Urban Environment

Presidential Aide, State Council Secretary Igor Levitin and Chair of the State Council Commission on Construction, Housing and Utilities, and the Urban Environment, Head of the Republic of Tatarstan Rustam Minnikhanov co-chaired, via videoconference, a meeting of the State Council Commission on Construction, Housing and Utilities, and the and Urban Environment.

The meeting was attended by Deputy Prime Minister Marat Khusnullin, Minister of Construction, Housing and Utilities Irek Fayzullin, Moscow Region Governor Andrei Vorobyov, Chelyabinsk Region Governor Alexei Teksler, Smolensk Region Governor Vasily Anokhin, heads of relevant committees of the Federation Council and State Duma, and representatives of federal agencies.

The agenda included issues of reaching national development goals and implementing national projects in the Russian regions as well as drafting proposals under the Infrastructure for Living new national project for a joint meeting of the State Council and the Council for Strategic Development and National Projects scheduled for May.

In his opening remarks, State Council Secretary Igor Levitin noted that the Commission on Construction, Utilities and Urban Environment should draft proposals under the Infrastructure for Living new national project specifying a list of at least 2,000 cities, urban agglomerations, and rural communities across all Russian regions to be covered by development programmes that will be drafted and implemented, including with funds made available by writing off two thirds of the regions’ debt under federal budget loans as of March 1, 2024. In addition, the Commission should submit proposals to determine a list of 200 big and small cities and urban agglomerations for which master plans and plans of comprehensive socioeconomic development will be drafted and implemented.

Rustam Minnikhanov reported to the meeting participants on the effectiveness of the national projects system. Thus, the construction sector commissioned a record volume of housing that increased by half since 2019 – from 80.3 million square metres to 110 million square metres in 2023.

In his report, Deputy Prime Minister Marat Khusnullin emphasised that the Infrastructure for Living new national project offers a comprehensive approach to drafting and implementing targeted programmes for the development of settlements. The key feature of the project is its focus on creating a comfortable modern living environment.

Minister of Construction, Housing and Utilities Irek Fayzullin spoke about the results of implementing the Housing and Urban Environment national project and measures to implement the Infrastructure for Living new national project.

Following the discussion, the Commission will analyse all proposals coming from the Russian regions, as well as from businesses and scientific expert organisations with a view to reflecting them in the new national project.
